DOPE smokers are making a mockery of lenient cannabis laws in NSW by refusing to undertake drug counselling when caught using marijuana.

Fewer than two in every 100 users cautioned by police for possessing or smoking cannabis call the drug helpline.

Even those caught a second time are flouting the laws. Introduced a decade ago, the laws make it compulsory for multiple offenders to get help for drug use.

The system - where police officers can formally caution people found with 15 grams or less of cannabis - has become so useless, according to the NSW Auditor-General Peter Achterstraat, that police should be harder on users.

Despite issuing 39,000 cautions in 10 years, Mr Achterstraat said "more needs to be done to increase the number of cannabis offenders getting help for their drug use".

Not only should police crack down on dope smokers, but the Auditor-General says the Health department should set up a register of users to help identify addicts and help them get cleaned up.

"Knowing who offenders are and why they have offended may help identify the best ways to reduce their drug use," he said.

Mr Achterstraat's report reveals that just 0.2 per cent of first-time offenders take any notice of police directing them to the drug helpline.

"The results are better for people cautioned a second time, with almost 38 per cent calling the helpline for the mandatory education session. But this is lower than expected given this is required for second cautions."

The report also revealed police and drug health workers thought the cautioning system was useless in reducing drug use, with one staff member likening it to "getting hit on the head with a wet lettuce".

"Users will not change because of a caution," said one unidentified staff member.

"It doesn't work because there are no penalties."

In his response to the report, NSW Police Commissioner Andrew Scipione said he did not support the recommendation "in its current form", but added the force was investigating ways to increase compliance rates with cannabis cautions.

Mr Scipione said he supported a wider review of the caution system, as recommended by Mr Achterstraat, to determine whether it was working.

"To date, this question remains unanswered despite attempts by the NSW Police Force to obtain funding to do so," Mr Scipione said.

The concept of mere possession indicating problematic use is just ridiculous. Imagine if everyone in possession of alcohol had to go to AA and everyone caught smoking had to call quitline :|

Haha this reminds of the conference scene in fear and loathing. Pitty they didn't mention anything about semen encrusted pants.

i wish these dipshits would think outside the box as to "why its not working" oh yeah, the cannabis caution systems not working, thats the fundemental flaw for sure "sarcasm"

This ^^ not all cannabis users are abusers lol....... Abusers should be the ones that are forced to attend counseling.

No pot user should be forced to go to counseling. That's just ludicrous IMO. As long as the police can see that it's only for personal use, the most they should ever be allowed to do t take it off you. Fines are pointless and aren't going to deter anyone. Hell, nothing short f psychosis would turn a user away from pot.

lol yeah, and a lot of ex drug addicts use weed to cope with their addiction. Weed is a gateway drug, but it is also a good coping strategy. It worked for many of my friends.

I just laugh when I read shit like this now. This article is flawed right from start, "potheads make mockery..........", so everyone that is found in possesion of marijuana is a pothead????? What bullshit.

Pretty much says it all...

This shit reminds me of that scene in Half-Baked where he goes to NA for smoking weed and gets yelled at, lmao.

And not even that can stop me.

At least the Police Commissioner isn't as dumb.

Keep in mind that for the conservative reader, (or author/editor etc), all marijuana smoking is a problem, habitual or otherwise, because its illegal.

For these people, you either take drugs or you don't. If you do, its a problem.

How is weed a gateway drug? I heard that the gate way drug idea is just a theory and never been proved??

Meh. i drank alcohol, inhaled no2 from a whipped cream can , took MDMA and dexamphetamine before trying weed. Although taking that pill and smoking weed were all in the same month.

Weed is a gateway drug

No more than alcohol or nicotine. I smoked cigarettes before I smoked weed, and now I smoke weed, but no tobacco - marlboro reds ftw! Prohibition is what causes marijuana to be perceived as a gateway drug more so than say, alcohol, as when you go to your beer dealer (bottle shop) the salesman is not there selling other substances as well. A lot of weed smokers would never go any further than weed (many don't), but a lot of pot salesmen have other drugs that sound very interesting.

Or because weed is illegal and your average smoker sees it as (sometimes) benign, other illegal substances fit into the same bracket.

Weed doesn't do too much damage and it's illegal, hmmm, try some heroin or meth? Why not. They speak shit about the dangers of weed, maybe this addiction thing isn't as serious as they suggest either. :|

Us pot-heads, always so demonised! (oh the humanity!) jeje.

They should up the cannabis caution to anything under an ounce and they should introduce medical marijuana for anyone with a chronic disease that a GP will sign off on.

I'd go further to say i rekon they should sell pot legally and make shit loads on tax, but thats a bit far fetched at this stage.

Get.out.of.my.head.man. ;)

Although, I think we should be allowed to grow outdoor pot legally. Considering it's only the "growing method" that creates today's super-duper-stupor-pot... pffft. 8)

I swear this exact article comes out every 6 months or so, it's a complete non-issue, Australia is so backwards it's not funny. I'm in Vancouver atm and weed might as well be legal here, there's coffee shops where you can smoke up legally and everywhere you go you smell weed being smoked, the public and the cops don't really give a shit and let it go, hell, even the US are far more progressed with medical marijuana and general acceptance.

I know the cops in Aus are pretty lenient with weed but the media are just constantly pushing their bs agenda and not helping at all. Cannabis laws SHOULD be lenient
