The sale of marijuana smoking implements will be banned if the coalition wins the Victorian state election, Opposition Leader Ted Baillieu has announced.

Mr Baillieu said Victoria was the only state in Australia to not restrict the sale of bongs, and a ban would reduce the harm caused to families by cannabis.

'Cannabis is a dangerous drug which causes serious mental and physical damage to many Victorians every year,' he said.

'As long as John Brumby allows bongs to be sold freely at more than 100 outlets across the state, Victoria's young people and families will continue to suffer from the damaging effects of cannabis.

'Victorians can't trust a government that claims it is tough on drugs yet won't take this important step to reduce drug use.'

Mr Baillieu said research showed cannabis was a gateway drug for more dangerous illicit drugs, with most heroin and cocaine users first experimenting with cannabis.

He said the coalition would amend the Drugs, Poisons and Controlled Substances Act to restrict the sale of bongs, and Consumer Affairs Victoria inspectors would be responsible for policing the ban.

Mr Baillieu said a coalition government would also provide information and education about the harmful affects of cannabis.

An election is due to be held in November.

A manager at the Off Ya Tree bong store in Melbourne's Swanston Street said he was not allowed to comment.

Comment is being sought from the state government.

There will be more lung diseases caused by smoking through home made smoking implements, using plastics and metals that release toxins when heated...

Many governments world wide have spent billions of dollars over the years to try and prove how bad a large number of illegal drugs are for us (mainly cannabis) with little to no solid evidence ever found. Any evidence is then skewed to fit in with their drug policies...

Cannabis is a drug with so many applications and is very common, more common than any other illegal drug, it grows from seeds ffs, making this the first drug most people try. Gateway drug theory is a load of crap. Who drank alcohol before smoking weed?...

I want to see the physical damage records for the legal and probably over-available drug we see abused everywhere, every day... ALCOHOL

Alcohol causes much more serious health issues than Cannabis ....it's proven fact ! That's why we need Bouncers ....ALCOHOL....and who causes the need for them....people who drink alcohol! I agree banning of bongs will not prevent people smoking cannabis......u can even get it from the Doctors these days.....in pill form. So why aren't the govt banning the pills ?

Don't forget, Bracks (lebanese background) wanted to do it to but had to satisfy himself with 'ice' pipes cos the ethnic (think branch stacking, ALP, and the northern suburb's) vote actually enjoy hookah bars.
 
Just a thought, but nothing will ever change as long as you (yes, I'm looking at YOU) don't get politically active. There's more to democracy than voting every four years and unless we get active then we'll get steamrolled on this shit. Same with the internet filter. I don't know how many aussie BL'ers there are but if we pulled together as a bloc, and implimneted some of the stratgies outlined in the internet filter then we might actually get there. Until then we are sitting ducks whose opinion mean exactly 0/10ths of fuck all.

I personally do not own a bong, but do know that there are several self-styled was in creating one, hahaha

It own't buy the liberal party many voters but I do hope it will lose them a couple, no doubt this will be the case given the young voting demographic in Vic nowadayse...

Well no offense but wont you wind up in the same position as NSW? They still sell them. Its political point scoring i highly doubt suddenly no stoner in Vic will be able to find a clean stem.

ps. Their not in government yet. Labour hopefully will block it or waste everyone's time till its forgotten.

I would just like to point out that I live in Adelaide where the sale of such items is prohibited, but I can tell you it's not hard at all to find these items just sold as other things. Most of the smokers I know in Adelaide who smoke from bongs have a proper glass one. The plastic ones get brought out from time to time but like I said if someone wants a proper one they can get it.
 
In the smokers shop in my local town, they are calling the bongs 'elegent pourers' and no problem. They will always be a way around their stupid laws.

Sigh, I am all for glass pipe wear, no toxins from that ice break bottle and aluminum can cone peice, and plastic hose for a down pipe.

Ironically, under the current drug policy introduced by the previous government, cannabis use is declining and less people are unnecessarily given a criminal record. What is the government trying to achieve by changing the drug laws? This has never been answered by the Barnett government but instead replaced with the usual anti-drug rhetoric we have become accustomed to over the last 4 decades. It also comes at a time when the world trend of many countries is to follow science and evidence by decriminalising or considering the legalisation of cannabis. Arguments against cannabis have been greatly diminished in the last 12 months with research showing that links to mental health problems are non existent for those without pre-existing conditions. And like the Gateway Theory, claims of today’s cannabis being 10-20 times as potent have been debunked. Even that old myth that cannabis makes users lazy and unmotivated has been disproved. The real crunch is that the legal drug alcohol is much, much more harmful and dangerous than cannabis.

Marijuana does not lead to harder drugs. If a person has an addictive personality, he or she will find something to be addicted to. If anything, it’s alcohol that will take a person closer to hard drugs. Alcohol and cocaine go hand in hand.

Let’s regulate marijuana and give the government another source of revenue.

French Government Report Says Alcohol Worse than Cannabis

PARIS, June 17 (Reuters) - Flying in the face of official policy, a government-commissioned report published on Tuesday concludes that drinking is a far worse health hazard than smoking cannabis.

The report, by the state medical research institute INSERM as well as foreign experts and published by Le Monde newspaper, questions French laws that place few restrictions on drinking but ban cannabis.

It identifies alcohol, heroin and cocaine in the group of substances most dangerous to health. Tobacco, psychotropic drugs, tranquillisers and hallucinogens are in a second group, with cannabis well down the list of substances categorised as posing relatively little danger.

The report, commissioned by Junior Health Minister Bernard Kouchner, is embarrassing for the government just a few days after President Jacques Chirac and Prime Minister Lionel Jospin rejected calls to de-criminalise soft drugs.

An activist who mailed a marijuana cigarette to every French MP in a campaign to ease tough drug laws was fined 50,000 francs ($8,400) last month.

But there are few limits in France on the consumption of spirits, a well-established tradition in this wine - and cognac - producing country. Young people are not allowed to drink alcohol in bars but may buy it from stores.

The report said both alcohol and heroin are highly addictive both physically and psychologically, damaging to health and encouraged dangerous social behaviour.

Heroin is the most lethal drug as it carries the added hazards of overdose and infection through used syringes.

Alcohol and tobacco come next, associated with cancer, hepatitis and cardiovascular ailments. Drunkenness is also seen as a major cause of suicides, murders, traffic and workplace accidents.

But cannabis is seen as having low toxicity, little addictive power and posing only a minor threat to social behaviour.
