unfortunatley you cant force anyone to quit. he has to be ready and willing to quit or its just pointless. if you do go thru with the letter just make sure it isnt too incredibly confrontational. it is a sticky situation for sure. tread lightly.
edit: also, chances are he will not take it the right way and see it as you are attacking him, but like JB said its all in how you word it.
