My op, in order of preference:
1.) Let her go, as hard as it probably will be. Continuing to follow her and hope something changes is "nice guy", and will--IMO--lead nowhere, and I say this as someone who's fallen into that pattern before. Your infatuation is blinding you to warning signs, such as her evasiveness, unpredicability, attempts to push you away, and outright dishonesty. If she's literally told you that she can only handle her family, then you should take her word for it; there are other women out there, and similarity (IMO) means less than complementarity. I'm also sorry to say that if romance hasn't come up by now, it probably isn't in the cards on her end at all. Cut your losses.
2.) Continue to maintain intermittent contact, a "finger on the pulse" as my folks would say. Expect nothing, though, and know that if you're not careful you'll end up looking like you're glad-handing at best, and a puppy dog at worst.
Sorry I can't be more optimistic. I have a little more experience than you do, but not much, so YMMV.
