It was never a secret that inmates in Punjab jails have access to liquor, mobile phones and drugs. But now a report by Bathinda SSP, placed before the Punjab & Haryana High Court today, has confirmed what was suspected all along.
An anonymous complaint that reached Justice Ajai Lamba, had prompted the High Court to order a discreet inquiry.
The SSP in his report confirmed that as many as 100 to 150 undertrials in Bathinda jail were using mobile phones ‘arranged’ by two head constables. Lomotil tablets worth Rs 25,000, the report adds, were recovered from two undertrials but Jail officials hushed up the matter after taking a bribe of Rs 25,000.
The report also says that a packet of 100 Lomotil tablets, available in the market for Rs 20 to Rs 30, was being sold in the jail for Rs 250 to Rs 300.
The report names the constables who carry out the task of supplying drugs and tablets. Constables also have been collecting opium and drugs from visitors and delivering them to undertrials in the cells for a fees. The fee for supplying drugs and liquor at the jail is Rs. 500, says the report.
Five inmates have been enjoying B-class facilities even after the facilities had been withdrawn on paper. Some others were allotted a TB cell for Rs 25,000.
The report was today placed before the high court Division Bench of Chief Justice Tirath Singh Thakur and Justice Kanwaljit Singh Ahluwalia, which issued notice of motion for August 6. The SSP has been asked to remain present.
