I also agree which makes it very hard for me to know what to say in response to recent requests regarding all things needlish. HR dictates that it's better to advise somebody of safe(st) and correct procedure for use of needles and where to acquire the necessaries. When somebody has stated they intend to use this knowledge to get as high as possible with the implication that they intend to kill themselves that's a whole other matter. Nobody wants to have that on their conscience so it makes it very difficult to know quite what to say. Under most circumstances I'm always willing to talk somebody through injecting for the first time (assuming certain criteria are met - I'm not gonna tell somebody who has never used heroin (which is usually what I'm asked about) how to inject if there's any way of avoiding it and convincing them to stick with chasing to get a feel for it first at least) but I would not be comfortable going through procedure with the implication that that knowledge will be used to directly harm the person.
If somebody is intending to use a needle to end their lives it is not HR to help them do so. You don't need to know how to do it properly to kill yourself - that takes care of itself.
I'm really not sure about this thread. The BLUA allows links to sites that sell HR materials as long as they don't sell actual drugs (which I presume none will) and it's common knowledge that many chemists take part in needle exchange schemes - they have a sign in the window stating as such usually - so I don't really see why a list of needle exchanges is necessary. Ask your GP, at your local DSP (which will almost certainly also provide needle exchange services) or ask Google if paying is not a problem or more choice is required or no local facilities exist.
