I looked it up in a few places to be sure I remembered it correctly, and I did. The revised Opium act of '76 gave discretionary powers, decriminalized some things and opened loopholes - but did not legalize anything.

Dutch drug laws also distinguish between dealers and users. The use of drugs is not an offence, but importing, selling, producing and possessing either hard or soft drugs certainly is. But even then, the Dutch judicial system may exercise its discretionary powers to decide, in the public interest, not to prosecute in a particular case. Priority in prosecution is given to dealing with offences related to hard drugs and to large scale trafficking, whilst the regulated sale of cannabis in so called coffee shops is more or less tolerated.
