It can be. A small team moves in, starts a fight to trigger the enemy to react, and then they call in artillery/airstrikes on the heads that pop up.
Not all special forces are long range recon teams in forests and deserts. In Afghanistan and Iraq there were teams and solo operators in cities where "soldiers" stick out and are targets.
They wear suits, or jeans or dress like a local and carry AKs.
this all sounds like shit that would work in larger middle eastern countries , not Gaza.
and if you're going to still utilize air strikes, it wouldn't appease the people crying about air strikes.
too densely populated , civilians would still die.
