Misc Is there Decongestant / Anesthetic powder?

Is there any POWDER to be used intranasally that is decongestant and/or anesthesic?

Or possibly there is a way to make such thing by crushing a pill and snuffing it?

The things is, I'd like to make a nasal constrictor (could be pseudo ephedrine) and topic anestesic such lindocaine, mepivacaine, or even epinephrine. I also thinked about eugenol, but I dont believe it works as a local anesthetic.

But please, I dont wanna kill anyone, or make anyone sick. Im just looking for some powder that could decongest the nose and that also works as a local anesthetic.

dimethocaine? sympathiomimitic effects should dry up mucus and its a local anastestic.
