Could it be becuase the Freeway's are in or around the metropolitan areas and handle a greater volume of traffic daily, especially around peak hours. Where as the highways once you hit the 110 kph limit have far less traffic and are designed to get you greater distances away from the city just that little bit quicker.

Yep, cos the three sirens tell you that you should think about going back to your seat from the bar, the two sirens tell you that you really should think about going back to your seat from the bar, and the one siren is when you actually go... :D
 
no its not
100 on most victorian freeways. up to 110 on some country highways and the hume fwy (I'm sure there are others too, i just dont travel them)
 
freeway - meant to connect outer suburbs to the city/metropolitan area (Melbourne - Eastern Freeway)

Highway - meant to connect remote regions together (Princes Highway - goes almost all around australia)
 
yeh, highways are mostly countyr roads so theres alot less shit to hit, on the freeway there is tons of cars.
 
Also;
Free-way: You don't have to pay to use it.
Toll-way: You have to pay a small fee to use it.
High-way: Well I think this is self explainatory!
