Is it always wrong to blame the victim?

I wouldn't take the wallet, no, and I don't think that the guy deserves to have his wallet taken. I certainly think that, if one of my friends did that, my initial response would be "You shouldn't have left it there" rather than "They took it? Those bastards!".
 
Shall we blame he who would blame the purported victim? Ebola brought up causality quite logically, but inputing causality with blame burned out my ethics sub-routine and allowed my evil brother Lor to temporarily gain control of my positronic matrix.

Blame seems very feeling toned. Causality seems so sterile and removed from my potential humanity. In my last ditch attempt to reboot my ethical sub-routine I'm going to utilize the "shit happens" algorithm and see what happens.
