What laws are broken, if any, if someone imports bulk amounts of pharmaceuticals that aren't scheduled? I'm talking about the pure powder, not pressed tabs and caps.
Specifically I'm looking for info regarding Tramadol HCl and Sildenafil Citrate so if there are any special restrictions regarding these chems please advise.

While they arent specifically scheduled, they both are prescription only drugs, and possession of bulk amounts may be considered conspiracy to illicitly distribute these drugs. Most likely the 3 month (or is it 60 days) supply rule would apply to unscheduled drugs (for tramadol this would be 36 grams) . I believe India is big exporter of such raw pharmaceuticals.
 
even if those chemicals aren't scheduled, there may well be legal issues if the customs agents believe you may be importing them to sell. they would probably be legal for research purposes (legitimate research, such as on animals), but since they are prescription drugs, it would be illegal to sell them. even if you were a doctor or pharmacist, it would be illegal to sell sildenafil citrate (at least) because it would infringe on Pfizer's patent. =P tramadol is also an opioid agonist, so i don't know why it's unscheduled. and reports of people selling non-Pfizer sildenafil citrate as Viagra have made the news.
