Right down to the basics, yes a same chemical is a same chemical, MDMA doesn't have a darker skin in Africa and is not more often blonde in Scandinavia.
But on the other hand the analogy is wrong since different drugs like MDMA and LSD are made differently. Some drugs are easier to make relatively pure and the impurities are inactive while in the case of LSD the opposite is true.
So while it holds true that some substances are just quantitatively good (pure and strong) but otherwise the same everywhere you go, complex materials like LSD seem to struggle with a couple other things like that iso-LSD, a breakdown product, seems to have less preferred effects. What is mostly the same everywhere is materials that lie close to the pharmaceutical industry - but thats a generalization. Generally I don't like those.
