Stimulants I.V. Meth - No rush?

I got a friend that does meth on occasions, mostly smoking, and he has always gotten spun hard from smoking. well, now he decided to dabble in I.V. . he told me he loaded up half a normal hit into a spoon(no scale), added 1:1 water ratio, got the red flag and away it went. nothing. nothing but a faint glow, no intense rush, no metallic taste. tried again with a full hit (about the size of a dime or so) and nothing happened once again. After about 2 hours, decided nothing was happening and moved on to smoking, which hit him like train(as it normaly does).

How does Meth not affect my friend via I.V.? while the same amount via smoking, gets him off

also, he has no tolerance..

Not one of the shots missed, all of them were flagged twice before the plunger went down.
about .15g - .2g is the estimated amount

Your tweak ain't even remotely pure, seems to be as simple as that.
