Hypothetically would 10g of diazepam powder dissolve in a 250ml bottle of vodka?

I couldnt get 500mg to dissolve fully into 25mL everclear, but it did dissolve fully into 30mL. Now I just dont know what I can put my 10mg/.6mL on or in to... Anyone have any suggestions? Maybe making a gummy? do I need a mold or something to do that? There has to be an easy way to do this. Are there capsules that will hold a liquid like everclear and not melt?

edit: I have a good scale too, but making capsules is so tedious and I like the accuracy you get with it in liquid form
