HR: Making a 1mg/1ml Solution

in the US were DOC is unregulated for research purposes, we are looking to make a 1mg/1ml drop solution in order to safely measure and control dosages for this substance. am i right in assuming that i just need to add 100mg DOC to 100mg solution, measure out 1ml drop and that will be a 1ml dose? I have absolutely no clue to go about doing this, so any help including what kind of solution to use (water, vodka etc) would be wicked.
