to switch high schools (in America) post-second semester as a senior and still graduate?

Assuming my GPA is 3.9, 4 APs (I'll move before those exams), don't really care how my grades wind up so long as I graduate.

If I move to a new county will it be virtually impossible for me to graduate or not?

I really don't see a problem, You can always contact the closest military base. Usually they have some kind of school for the people who are currently there living on and off base.(If your an American Citizen.) I take it you passed your high school graduate exams?

You can also look into home school programs, since the internet has evolved into everyday life I'm sure you could find something. I'd hate to see you have to take the last few chapters of material, but from the looks of it you seem smart. :)
If worst comes to worst I believe there is a law called "leave no child behind" Act. Here it basically means that every student still in grade school can still go to grade school no matter what the circumstances are.
Where are you moving to by the way?
