Would it work just like any of the NBOMEs with HPBCD?

A friend of mine was recently arrested with a vial of HOT-7 complexed with HPBCD in his possession. Authorities could not make heads or tails of what it was, so initially they attempted a charge of Meth/Ecstasy. Realizing their stupidity (in my opinion; albeit, they actually tried testing it for either and it came up negative), they made an attempt to charge him with LSD. Results, again, returned negative. Upon questioning what was in the vial, he told them HOT-7. LE has no idea what HOT-7 is. Under analysis, all that returned was d20 and sugar.
In court papers, it's confirmed that a substance they did test for was 2c-t-7, and results returned negative. They were really determined to nail him on something, and couldn't. There wasn't even an impurity of 2c-t-7 (because if there was so much as 1%, they would have tacked him for it. I'm aware of such a case in which 4-FA was found with a 1% impurity of amphetamine, and a man was sentenced 7+ years for sales of amphetamine with a 99% "impurity" of 4-FA).
Conclusion: HPBCD must somewhat protect the HO end of HOT-7. The vial has been sitting in a safe in the back of a car for 2 months now without degrading. Maybe this molecule is a tad bit more stable than you all supposed.
