Need Help High *diastolic* blood pressure?

Anyone had this or know what causes it?
Been diagnosed with it after having LOWISH blood pressure (both numbers) most my life.
Had my BP done last week and the diastolic was 118 so they had me in to have it redone today and it was 123 :/
Especially bad as I'm diabetic so you're supposed to keep it under 80 [mine has always been 60 in the past]

I looked online as you only ever hear of people having high systolic pressure or both being high [my systolic is normal] and it seemed to almost always be caused by overweight, but I'm thin [BMI 18] and eat healthily.

Could it be JUST stress?

Maybe related: I suddenly have [after always having had a heart rate in the 60s] also have tachycardia of ~130bpm [I recently had to call an ambulance during a hypoglycemic episode as it rose to almost 200]
 
I have high diastolic blood pressure. I used to run about 140/110 pretty regularly. I was active, thin, young (early 30s). I worked in the operating room and the anesthesia Drs would look at me like what the hell? I still don't know what caused it, maybe hereditary. I had an echocardiogram to check the function of my heart. Everything was good there. I do take meds now. The most effective one I've found is candesartin celexetil. It does double duty for me because it's a migraine preventative.
It is possible to have just high diastolic pressure. It's called isolated diastolic blood pressure. Things like too much sodium or salt can do it. Stress, not getting enough sleep. You said diet, obesity, etc aren't a factor. I'm not familiar enough with diabetes to say whether or not that's a factor. Just out of curiosity, what did your Dr do when you were 123?
