It can certainly be a liquid because it can dissolve in water or alcohol. But it depends on how much liquid is supposed to be a dose. A droplet can be about 50 μl and a dose of 2C-B about 20 mg but let's say 10 mg.
If you were told that a drop is a dose then it would need to have a concentration of 10 mg / 0,05 ml = 200 mg / ml and that is about 10 times the maximum solubility (meaning impossible). Maybe in alcohol or if 5-10 drops are needed, but I doubt it.
If you need to take a lot more than a couple of drops of liquid to feel anything then yes it can very well be 2C-B.
If the drops need to be held in the mouth it is more probable that you have an NBOMe analogue, by the way.
IDK about the medication, it seems like a lot. The vyvanse could make stimulating effects stronger which can be uncomfortable. Abilify will probably reduce psychedelic effects substantially. But lamotrigine not or less so. You need to google around a lot more.
With that type of medication you should also seriously ask yourself if you have the proper state of mind to trip. Maybe you feel okay now that you are using the medication, which you apparently need for some serious diagnosis... but you would be risking your mental and emotional stability. And don't take a high dose to compensate for the expected reduction in effects from the abilify.
