help with persistent rash

Hello swim is new to the site and really hoping for some help. Swim has had a rash for about a week in the crook of both arms. Had a slightly different rash before that would occur after injection and subside soon after. The rash now will not subside swim would like to know if others consider serious our have advice. Habit is ten to twenty dollars of tar and less than ten dollars of meth a day. I do rotate veins in my arms but favor my bicep I'm in a hurry.
