Help H stuck on tin foil

A friend recently procured some brown colored powdered H that quickly turned black when breathed on for 2-3 seconds. In the baggy it was dry and did not adhere to the bag. It was left on tin foil and is now hopelessly stuck to it. They were able to rinse the foil with bacteriostatic water into a spoon, etc...but this was rather cumbersome, messy and wasteful. Is there an easy trick to getting all the gummed up H off the tin foil with minimal waste? They are desperate to conserve as much as possible. Thanks to any and all that reply and apologies for being a hopeless newbie.

Sounds like you put too much of the product on the foil in the first place - was leaving it on the foil for future use not possible (would have saved quite a bit of waste).
 
It's still on the foil and can remain there until used. The problem is getting it off the foil into a spoon. When this was done the rinse left most of the H on the foil, followed by taking a small piece of adulterated foil, submerging it in the spoon liquid and using a paper clip to try to scrape, rub, coax the remaining H off the foil and into the liquid. It worked but it took forever and the concern was what might be coming with the H from the tin foil into the water.
