Hash Tincture Potency (question)

What is the normal potency for mg/ml in tincture potency?

I acquired a tincture at a festival that has a potency of 3.36mg/ml that was made with blue dream and purple kush hash. it was aged for about a year aswell.

Basically I'm wondering how potent this actually is in comparison to other tinctures made with hash or bud.

Why would it be aged for a year? I don't see how it's scientifically possible for that to make it more potent. If anything wouldn't the cannabanoids have degraded?
