Hard body, no muscle tone

I do a lot of cardio and heavy lifting. Though I am not cut, my body is hard. For example, my thighs look normal but are hard as a rock. The only part of my body that is hard and tone is my upper back. What does that mean?
 
No, it can happen to anyone.
You just have to lose some fat and your body will look more striated and defined.
 
I think my body is actually the same way, my thighs/legs look big but they are lean when you touch them. My body is also the same in some areas but I wouldnt call them fats. I think for some people, some areas are just harder to tone so you must do some type of exercise that will blast off the remaining fats. The intensity of course is included and your body should not go into a flat so alternating workouts is the best solution for that.
