I think my body is actually the same way, my thighs/legs look big but they are lean when you touch them. My body is also the same in some areas but I wouldnt call them fats. I think for some people, some areas are just harder to tone so you must do some type of exercise that will blast off the remaining fats. The intensity of course is included and your body should not go into a flat so alternating workouts is the best solution for that.
