So I managed to get dependent on heroin again. I've quited a few times in the past and just had my binges here and there but this time it's harder, i don't think i can get through the wd and just quit. So i thought of gradually reducing the doses of heroin until it's relatively easy to quit.
Has this strategy worked for anyone?

Mate, most junkies can't even manage a supervised methadone reduction.

Trying to reduce off street gear would require the following:

A reliable supply of consistent strength heroin
Someone to issue you with your dose at regular intervals
An iron will

Can't you get onto a treatment program?

I'd recommend getting as low as possible and switching to kratom.

Or seek out a treatment program.
