In that CRS report to Congress it shows how we trained his security forces, how he has been cooperative in the post 911 world (meaning we have CIA black sites and bases there which evidence can be found on the Internet through regular news sites dating prior to 2011) And yes, they limit immigration to the EU but that's common knowledge and the silliest yet "major contracts to big western oil and construction firms"
Well they didn't seem to mention that the Libyan revolution granted all oil rights to U.S. Canada (etc) but no contracts for Russia and China. I don't know about construction. If I were to speculate they saw a revolution in Libya and said "fuck this guy" making a P.R. move and getting benefits (as happens 100% of the time).
