First time poppy tea

I ground up 10 medium pods (weighed about 20g) and let them sit in water for 5 hours and drank 3/4ths of the solution. I don't really feel anything.

I normally need to take about 60mg of hydrocodone to feel anything. Did I put enough pods in my tea? What'd I do wrong?
