How will people have random anonymous butt sex in the public park if they make these illegal?
Seriously though where I live they've been outright banned since the 80s. I don't think there is enough of a openly gas orgy scene going on around here to justify the risk of selling them. I've never seen then sold anywhere including in the head shops where you can get most anything else. I even had a bunch of older guys ask me about them from time to time. I never felt like it was worth my time to source them any because it seemed like a big pain for something I knew I wasn't going to enjoy anyway.
