Extremely strong smelling black plant like material found in baggie left by someone (I don't know their contact)
Smells almost like sharpie or paint thinner ? Also could be described as a hospital smell if that makes any sense.
I think it might be PCP after some research but I don't know beyond that. Also but I can't find info on what the black powder is and if someone were to use it for he first time how to go about it and what to expect.
