Evaluating quality of street amph

What is the best way to evaluate/compare quality of street amphetamine?
I mean besides its smell, or trying it

The only way to properly and accurately test purity is a lab test. You would have to test every batch you get because they will differ. Even if you try it that isn't a valid test of quality, it could easily be a different drug or a slightly larger or smaller amount than before.
