Eating raw cannabis: effective or not?

I've heard plenty of people say that THC must be "activated" before becoming effective, but I've also heard people say that this isn't true and I could never find a definitive answer. So, does eating raw weed get you high? Why or why not?

No because thc is not water soluble and must be dissolved in fat in order to enter the bloodstream. This is why people put cannabis in butter and dissolve then add the butter to things, after extracting the physical weed of course. I'm pretty sure I'm right here but not 100%
