what's the best and safest way to take extracted codeine (from pills)?

Never inject codeine IV it can cause pulmonary oedema (fluid in the lungs).

Codeine works best orally , it has to be demethylated to morphine in the liver , there is really not that much to say about it.

DON'T ever inject codeine. Additionally to what bingey said, iv codeine can also cause a histamine response to the point of anaphylactic shock.

Codeine needs to be metabolized by the liver (enzyme CYP2D6) into morphine as the active metabolite. I'm not completely sure but would say the best way is just to eat the codeine.
