Quebec on e-cigarettes: No sale to minors, no 'vaping' in public
CBC
August 16th, 2014

The Quebec government may soon crack down on the sale of electronic cigarettes, if Public Health Minister Lucie Charlebois has her way.

Charlebois wants the sale of e-cigarettes to minors banned. She also wants to apply the same rules to e-cigarettes as to real cigarettes under the Tobacco Act — meaning people wouldn’t be able to use e-cigarettes freely in public spaces.

André Beaulieu, spokesman for the Canadian Cancer Society, said it’s about time.

“We just issued numbers two days ago showing kids in high schools and even at level 6 in primary schools are using the product,” Beaulieu said. “Just in primary school, we estimate that 5,000 kids… have already tried the project and that 142,000 high school students have tried e-cigarettes in the past.”

And those are just Quebec statistics.

A lot of shops have opened recently in Montreal, I've come across a few brand-new stores just this week.
I've noticed some of them advertise openly that they sell nicotine liquid, which I believe is illegal here... Why would anyone put a ''We sell nicotine juice'' sign right in the middle of the front door? It will only attract unwanted attention from the morality police.

There is no legislation covering nicotine liquids, so as far as I can tell no one is being prosecuted for selling them.

You're right. I thought it was illegal, there's a lot of conflicting information spreading around. I found this in a recent metronews article:

«There isn’t much enforcement coming down from the Feds, as Health Canada simply waits for specific complaints, then works with retailers to find a solution. Health Canada, to date, has issued several stop sale letters, public communications and refusal of shipments at the border. [...] Health Canada is monitoring E-Cigarette use in Canada and is sifting through tons of international literature and scientific data to determine its next move with the product. But for now, they are simply telling Canadians not to use the product they know little about.»

The title of the article («E-cigarettes with nicotine illegal, but shops still selling product») is misleading. Full article here: http://metronews.ca/news/ottawa/1098430/e-cigarettes-with-nicotine-illegal-but-shops-still-selling-product/
