can er docs inform my drt without my consent?

i went to ER 2 days in a row for a very bad migraine that just wouldnt break. On the 2nd day they thought I was seeking looked in some database and saw i have vicodin for a back issue( which i told them on day 1) anyway can they call my dr about it without my knowing/consent.
