Reports urging a liberalization of drug laws come out with monotonous frequency. What sets last week's report by the Global Commission on Drug Policy apart from the pack is its unusually glittering roster of authors - among them Kofi Annan, Louise Arbour, Paul Volcker and Richard Branson.

But the report shares the same fragile premise as the others: "The global war on drugs has failed," it posits in its opening sentence.

To be sure, the war on drugs contains many failures. Indeed, Quebecers had their faces rubbed in that discouraging reality last week when a judge released members or associates of the Hells Angels on grounds that their trial on drug-trafficking charges was being held up too long.

But such failures - and, yes, there are many of them - hardly warrant the conclusion that the global law-enforcement campaign against drugs is an overall failure. To dismiss the war as a failure and abandon it would be like condemning the war on cancer as a failure because that disease remains the No. 1 killer in many countries and therefore ceasing to fund more research. You can make the same parallel with the war on terror.

The undeniable fact is that these so-called wars are racking up many individual successes. (Not to sound like Pollyanna, but let's note that 124 Angels and associates remain behind bars on other charges while awaiting trial.)

The question is this: Is the war on drugs worth its great financial cost? Last week's report, like every other proliberalization report, says no. Instead, it urges governments to legalize drugs - especially marijuana - to undermine the power of organized crime.

That's Fragile Premise No. 2. The idea that drugtrafficking will dry up once drugs are legalized is magical thinking. Even the most permissive government would always prohibit some drugs (crack and crystal meth, for example) because of their ultra-addictive nature and their effect on health. Gangs will always be there to supply these. And they'll always be there to provide "better" grades of the pot, heroin or other staples at the local government shop.

But, for me, the biggest problem in this report and all the others is the lack of attention to a certain demographic: kids.

Most pro-liberalization reports, politicians and pundits don't even mention minors. They simply say only people aged 18 and up could have access to government stores and leave it at that.

Yet if adolescents and teenagers see adults openly consuming drugs, they're going to want to also, more than ever. Forbidden fruit and all that.

The Global Commission is unusually generous: It gives kids three paragraphs. But its recommendations reflect that same magical thinking. It breezily suggests that drugeducation programs (supposedly savvier than those simplistic "just say no" messages) will have a proper preventive effect.

Never mind that the government's sale of drugs will send a signal that they can't be that bad.

I don't care if adults consume drugs (though if I were their employer, I might think differently). It's their business. But I do care about kids. They're prone to making reckless decisions that can ruin their lives. Youth is a time for dealing with reality. Getting off to good start in life is a lot harder if your brain is in la-la land.

A United Nations report, World Drug Report, said in 2007 that Quebec students in grades 7 to 9 smoked more marijuana than their peers in any other province, a behaviour that helped make Canada the No. 1 pot consumer in the industrialized world. It would be hard to imagine this does not factor into Quebec's status as this country's dropout leader.

It's remarkable how little concern society gives the next generation. Countries accumulate huge debts and blithely accelerate climate change with little regard for the inevitable impact on today's youngsters. When it comes to making recommendations on drug policy, the intelligentsia reflects the pattern.

OMG! The children! Will someone please think of the children?!

Yesterday it was sensational reporting UK style. Today CA gets a turn.

One recurring them I see is that just because the War on Drugs hasn't been won is no reason to give it up. In this article he makes the analogy with the "War on Cancer". Well, if there was no major cancer problem before the "War on Cancer", and cancer had mushroomed out of control as a consequence of a "War on Cancer", then I am sure we would question if we were maybe doing something just a tad wrong. The difference is that cancer research is producing promising breakthroughs and a better chance of recovery and the "War on Drugs" is not a noble cause in the first place and is escalating all the problems it is put forward as solving.

Its inevitable there will be a re-form.. it's just a question of when.

Oh lord, again with the children. I don't understand why the author thinks drugs would become the forbidden fruit for those under 18 if made legal for adults. Aren't they like that already? I mean, they're already illegal, so it would be the same for kids as it is now in regards to the whole "forbidden fruit" concept. Also, stopping the war on drugs wouldn't stop the research done for treatments like how the author suggests when it's equated to stopping cancer research. There's too much money in it, pharm companies wouldn't abandon it.

Ask any child you know, who trusts you, which is easier to obtain:

Marijuana?

Or Hard Alcohol?

I rest my case.

Something else I'm getting tired of in this country is all this stupid talk
I have to listen to about children. That's all you hear about anymore,
children: "Help the children, save the children, protect the children." You
know what I say? Fuck the children!

They're getting entirely too much attention. And I know what some of you are
thinking: " Jesus, he's not going to attack children, is he?" Yes he is!
He's going to attack children. And remember, this is Mr. Conductor talking;
I know what I'm talking about.

And I also know that all you boring single dads and working moms, who think
you're such fucking heros, aren't gonna like this, but somebody's gotta tell
you for your own good: your children are overrated and overvalued, and
you've turned them into little cult objects. You have a child fetish, and
it's not healthy. And don't give me all that weak shit, "Well, I love my
children." Fuck you! Everybody loves their children; it doesn't make you
special. : : : John Wayne Gacy loved his children. Yes, he did. That's not
what I'm talking about. What I'm talking about is this constant, mindless
yammering in the media, this neurotic fixation that suggests that somehow
everything--everything--has to revolve around the lives of children. It's
completely out of balance.

Listen, there are a couple of things about kids you have to remember. First
of all, they're not all cute. In fact, if you look at 'em real close, most
of them are rather unpleasant looking. And a lot of them don't smell too
good either. The little ones in particular seem to have a kind of urine and
sour-milk combination that I don't care for at all. Stay with me on this
folks, the sooner you face it the better off your going to be.

Second, premise: not all chidren are smart and clever. Got that? Kids are
like any other group of people: a few winners, a whole lot of losers! This
country is filled with loser kids who simply...aren't...going anywhere! And
there's nothing you can do about it, folks. Nothing! You can't save them
all. You can't do it. You gotta let 'em go; you gotta cut 'em loose; you
gotta stop over-protecting them, because your making 'em too soft.

Today's kids are way too soft. : : : For one thing, there's too much
emphasis on safety and safety equipment: childproof medicine bottles,
fireproof pajamas, child restraints, car seats. And helmets! Bicycle,
baseball, skateboard, scooter helmets. Kids have to wear helmets now for
everything but jerking off. Grown-ups have taken all the fun out of being a
kid. : : : What's happened is, these baby boomers, these soft, fruity baby
boomers, have raised an entire generation of soft, fruity kids who aren't
even allowed hazardous toys, for Chrissakes! What ever happened to natural
selection? Survival of the fittest? The kid who swallows too many marbles
doesn't grow up to have kids of his own. Simple stuff. Nature knows best!

^Love it! Fuck I'm so tired of people acting like I should give a shit about their kids. It's selfish of these parents who take their screaming ass kids everywhere and act like the world should accommodate them.

Hahah yes! FUCK the children. Seriously, who in the hell comes up with these schizophrenic, irrational hypotheses?? If children see adults doing drugs...they'll want to do drugs, too?? Fuck, these paranoid mothers and fathers, politicians, whoever they are need to really adjust their preconceptions of not only drug use but the capacity of the human psyche to make reasonable decisions.

"In a news report, today, citizens of the United States are facing new light: cocaine, methamphetamines, and heroin have all been legalized because the government has decided they are now a healthy part of a balanced lifestyle! that's right kids, go get your lightbulbs, hypodermic needles and roll up those dollar bills, because we have given up the effort of preventing drug abuse!" How many paranoid, delusional citizens of this cuntry really believe that would be the outcome of total legalization of drugs. I, for one, do not.

^Exactly. I mean it's not like if they were legalized everyone would become a junkie. The people who do use are going to regardless of legal status. The anti drug articles seem to ignore the fact that the majority of drug users are not killing for their next fix. Apparently if we legalize everyone will suddenly become crazed, violent murderers and the children won't be safe. Wtf is wrong with these morons.

Maybe the author is correct in making the analogy with the war on terror.

A war on an abstract entity, that has existed as long as human beings have existed, and will continue to exist for as long as humans exist.

Both are excuses for the government to accomplish what it could not easily accomplish otherwise: getting the citizens to live in fear so that the gov's actions will go unquestioned, as the gov puts more and more people in jail and makes more and more money and gets more and more control.

Neither war is winnable. Both are disgraces and offensive to the intelligence of the humans of the US and the entire world.

End these wars on abstractions now!

Well I for one think kids would be a lot safer:

They'd be properly educated about drugs if they were legal - pros & cons instead of what we currently do where we try to mask the good with some horror story about the bad, leaving kids with less faith in authority, more uninformed and more naive when it comes to making their own decisions.

This is retarted. Would it leave children more vournerable ? Probably not any more than they already are....

Would it save the country millions and millions of dollars? Most fucking definitely.

If you want your children to be less prone to doing drugs there are ways to teach the kids and also turn them away from drugs. This goes back to childhood and how children are raised. Kids will be kids and they are just gonna do what ever they want to do anyway. It wasn't that long ago when I was in highschool and shit. My parents taught me about drugs and I'd say they did a good job too. Sure I'll admit that I do drugs but that was my own dumb adult choice.

This is a war that will not be put to an 'end'. There is always going to be a high demand for drugs that come from other countries. Sure you can stop 'some' shipments and smugglers, but there is always going to be another way to do it. That's why these drug cartels and kingpins are so damn rich.... Because they are always one step ahead of the law!

That being said the government can't just say screw it and forget about it. But you'd think that they could find a less expensive way to do it with the way things are looking in our economy! It's not like the Feds are profiting from the drug war they are just spending more and more of our tax dollars. It makes me fucking sick. And then you got some loud mouth over protective mother who thinks that giving up on the drug war is gonna directly effect her poor little baby. Lady maybe if you weren't so damn over protective of your kid maybe they wouldn't want to feel the need to rebel and try/use illegal drugs!

It all comes back to how you raise your damn kids. But sure keep using our hard earned tax dollars on this pointless 'war on drugs'. What a fucking joke

Jesus christ.. just goes to show you how INCREDIBLY low the IQ of todays politicians are. They must all need to take IQ tests before they can run, anyone above 70 isnt allowed running.
