That definitely looks like it was harvested early, before the buds had plumped out fully and while most of the pistils were still big and white. Brown bud isn't necessarily a bad thing, I find a lot of commercial stuff has a yellowy-brown tint to it. It's not connoisseur bud, but you could do a lot worse.
