Blood clots and IV

is it possible to get a blood clot in the neck from IV'ing in the hand? would it show?

It's possible for a blood clot to wind up anywhere in the body, but it probably won''t show. And it will be stuck in a small blood vessel, not something huge like the carotid or jugular.
