Phenazepam isn't scheduled, but it's certainly not OTC either.
Alcohol is always a last resort. Most college students can attest to that during finals week.
My recommendations, in order of best-to-worst:
NyQuil (doxylamine, DXM and alcohol in a tasty green liquid, yay!)
Doxylamine by itself
Melatonin
Diphenhydramine (Benadryl)
Valerian Root Extract
Kava Kava
This also works wonders, and is available OTC (at least around here)
