Bit closer than South America. Not sure why anyone would want some stranger sitting with them while they take ayahuasca but each to his own.

As dark falls, Taita Isaías Muñoz Macanilla, a traditional doctor and an Indigenous activist from Putumayo, cleanses a tree-fringed outdoor clearing and the participants seated in a circle in preparation for their first ayahuasca ceremony.

But they are not in the Amazon. Instead, they are in a boutique hotel in Barcelona.

Legal issues mean most European countries are off-limits for practising ayahuasca, but Spain and Portugal are often described as uniquely “permissive” environments, Carbó explains.

“This is not because ayahuasca is explicitly legal, but because of how their legal frameworks operate in practice. In both countries, ayahuasca as a brew is not specifically scheduled, which places it in a legal grey zone rather than under a clear prohibition,” he says.

Ayahuasca is considered to be part of a religious cult, so it's tolerated. You even find people advising their groups and sessions, wich aren't cheap, by the way.
There is also tolerance with other illegal drugs as far as mafias and/or org crime are not involved in the bussiness. I know personally people who has been found in possesion of several hundreds grams of opium that didn't go to jail, not even a night in a police station. Same goes for mushrooms and other things. Police, of course, seize the drug and fine you, but it's an administrative fault, not a felony or a crime.

There is also the case of Nacho Vidal, the most famous porn actor in the country. The guy used to lead DMT sessions at home and never had a problem, but, unfortunately, certain day during one of those sessions some dude died. Now the public prosecutor acusses him of involuntary manslaughter, but not for "crime against public health", the legal term for drug dealing here.

Portugal and Spain are indeed the most "drug user friendly" countries in Europe, and probably in the world. Laws fight the narco, not the users
