Avatars (being a dunce)

Hiya, I cant seem to add an avatar. I read through the FAQ and found info but cant seem to to as it instructs?! Help pls. I want to use this avatar:

that url is some odd pointer to the file. save the file to your hard disk and upload it from there (if you use firefox, click on the link. when the avatar appears, right click on it and choose 'save image as...')

Yes, I have it also on my hard drive. But all I get on my profile page is:

Picture (pencil image) : place to add web link

I dont have an option to upload from my HD
