Animated avatar not working...

I do apologize if this has been covered in another thread, but I'm trying to get an animation to work as my avatar - I resized it to fit, but once I uploaded it, it wasn't animated ): Here is a link to the image, if that helps anyone.
 
You resized it to be 50x50 pixel or less and its file size to be less than 9.8 KB? Is it still animated with those requirements met in a program you have used to view it?
 
Yep. I resized it online to 50x50 and the resized version was still animated.

It's 84kb mate. You need to use some photo editing software but any animated live action footage is going to be too large unless most of the picture is motionless or it's a shorter animation. Right now you're at 30 frames so you could have 3 of that quality :\
