No idea what you mean about your account being locked out but you will receive PM eligibility when you reach bluelight status. Do not try and spam to get your postcount up as this is obvious and the spam posts will be removed.

Until you become a greenlighter, after having 50 posts, you can only send PMs to moderators, and other staff. If someone sends you a PM you will still get it though except for staff you'll have to wait to send it ti you are a Bluelighter.

This prevents people from making an account and immediately spamming people or doing other rule breaking activities with their PM capability.
