Propaganda films. That's what they were. The classic "when our side says it, it's information; when the other side says it, it's propaganda." These films were made to promote a political agenda, in this case, denazifaction. Hence, propaganda films. It's not a value judgment, necessarily, the term 'propaganda.'
As to your "yes" answer to my sentence one, that makes you are full-on flat earth hasbara propagandist (or wholesale buyer of the same) yourself. That, on the other hand, is a value judgment. Exploiting the memories of the Holocaust to perpetuate the apartheid state of Israel is Hasbara 101, since 1948.

Unless you are one yourself (I don't know and I'm not necessarily asking as I'd consider that to be in poor form; but just for the sake of the dichotomy), in which case you're just an ethno-nationalist and a racist; if you're not, you're merely supporting ethno-nationalists and racists, and a regimé who you feel can get off scott free for everything that you criticize England and the U.S. for (illiberal immigration policies, for one; racism, nationalism, religious chauvinism and fanatacism ... the list goes on and on. Israel is by definition an illiberal, chauvinistic, ethno-nationalist state with religious fanaticism playing a huge role in all of these three. But you so oppose ethno-nationalism for everyone else. That makes you a hypocrite.)
