I thought 3-MeO-PCP (and presumably 3-MeO-PCE) had just been banned and backdated to December 1st 2012? In the UK anyway.
What makes you think this? The initial ACMD
recommendations to ban these arylcyclohexylamines were released on 18th October 2012.
Then on 1st November 2012, the Home Office issued a
press release saying they were going to follow the recommendations and ban the substances:
Following advice from the government's independent drug experts, the Advisory Council on the Misuse of Drugs (ACMD), new synthetic cannabinoids (such as those sold under the name 'Black Mamba') and methoxetamine (sold as Mexxy) and its related compounds will be classified under the Misuse of Drugs Act 1971.
But as far as I can tell, nothing has actually happened since then. The changes suggested by the ACMD do not appear in
schedule 2 of the Misuse of Drugs Act 1971 on legislation.gov.uk. But then there is the usual irritating disclaimer that "there are outstanding changes not yet made by the legislation.gov.uk editorial team", so this isn't conclusive.
The ACMD report also suggested that the Misuse of Drugs Regulations 2001 should be amended. This would be done through a Statutory Instrument. But as far as I can tell, the
most recent amendment to the 2001 Regulations is from March 2012. You can actually go through the list of all SIs issued
in date order, which I did for for the first 10 pages and couldn't see anything relating to drugs, but that only took me as far back as halfway through December 2012. But Google finds nothing more recent when searching for "misuse of drugs regulations".
So this is not completely conclusive - proving the absence of legislation is difficult! But I'm pretty sure that MXE is not yet illegal to possess, and x-meo-pcp, NeNK etc. are still not illegal to possess, manufacture or sell. Not that that actually matters, given that no UK-based vendor seems to be stocking any of them anymore...
