It sounds like you know the general process, but it takes practice to get it right. I would definitely recommend finding someone who can do it for you and show you the technique, because no amount of reading will be as helpful as real life experience.
First off, you need to get needles. If you are in the US it depends on which state you are in. In many you can acquire them without a prescription, but you have to find a pharmacist that will do it. This can be frustrating for many people. Check out
this thread, it's very informative and will let you know if you can get them from a pharmacy, or if you need to buy them online. There are a lot of websites to get needles from, but the cheapest I've found are
here. You can search around for others, but if you were to buy those, you'd want to get the $3.60 + free shipping if you only buy 10, but the $0.88 ones are absurdly cheap if you buy a lot (which I would recommend. Never re-use needles).
Once you get your needles, the next step is getting a spoon/cooker. Something that is big enough to hold the tar + water, and is metal or glass. You put the tar in the cooker, fill up the syringe all the way to 100 (1cc) and squirt it in with the tar. From there, you should find something to stir the tar with (a lot of people take a separate needle, pull out the plunger from it, and mix it with either the top side or the end of the plunger). You should mash it up and mix it as much as you can, then apply heat. You don't need to worry about it boiling, just keep adding heat until all the solid tar has turned into a liquid solution.
Some people do a different process with their tar, where they heat first, then stir later. Both work, but I find that breaking down the hard rocks a little first will make it require less heat. If you heat first, you will want to add a good bit more water, as some will boil out.
Then you put in a small piece of cotton (a lot used a rolled up piece of a cotton ball), and suck it up with the syringe.
From there, you need to learn the IV technique. Check out
this thread and study it. If you are skinny, it shouldn't be a problem getting it to work. It's harder for bigger people. If you have large visible veins, you don't need a belt/tourniquet. Just put it in at a very low angle, pull back, and even if your solution is brown and you can't see the blood, if your syringe keeps filling up more when you pull it back more, you are in. From there you slowly push it in
Please be careful and use very small amounts until you reach your desired high. It's dangerous stuff.
