Heres 2 links where 1,4 BDO is mentioned on the DEA's website. Its says 1,4 is a Sch. 1 HEALTH HAZARD not a Sch 1 drug.

Umm, acetone is legal as a cleaning solvent too, and 9 out of 10 hobos would rather drink it than they would BDO.
