I agree with that. My understanding was that the police didn't see this and decided to search him anyway. They still shouldn't have physically touched him until it was necessary to do so and only to search him.^ Reasonable suspicion was him seemingly trying to avoid the sniffer dogs. He saw them and crossed the road, they either saw that or were alerted to it by his friends unfortunately.

and the supposed 30 min questionnaire in reality takes about 5 minutes, the bulk of it is the doctor plugging stuff into his pc

Different states have different laws but most operate on the basis of reasonable suspicion. The police cannot come to court and I say I decided to search this person because I said so. They need to justify their decision to search based upon having reasonable grounds for doing so. If they cannot do this then the search is illegal. There is no doubt they are given wide latitude and if they end up finding something it is very difficult to avoid the consequences. However, if everyone took the police to court every time they searched someone without a legitimate basis for doing so, and ended up finding nothing, then perhaps this might act as a deterrent to the police exercising their significant powers so liberally.
