Sheriff recalls ‘different type of criminal’

Inmate demeanor has changed over the years, he says

“It was a different type of criminal in those days,” recalled Linn County Sheriff Tim Mueller, “back in the old jail.”

Sometime during the late 1980s and early 1990s, he said, drugs and other factors caused some inmates to become more violent, less respectful and generally uncooperative with jail staff.

Mueller said the demeanor of the average inmate in the early 1980s, though not always enjoyable, was at least tolerable.

“You would get guys that come into jail on a Friday or Saturday night and the worse that would happen is they would be drunk and wanting to fight,” said Mueller, who started with the Linn County Sheriff’s Office in 1984. “The next morning when they sobered up they were pretty easy to get along with.

“That was kind of a common occurrence,” he said. “But it was a different type of criminal in those days, I guess.”

Mueller, who was appointed sheriff in 2005, said he noticed a sea change in inmates from the late 1980s to the prisoners of the 1990s and today.

“It seems like there was kind of a code back then,” he said. “It’s kind of an odd thing to say, but inmates had their own special code of honor.”

He said if someone was causing trouble, “that brought heat on everyone in that cell block” and the inmates helped keep each other in check.

Then angel dust (PCP) and meth came along, he said. People would mix “kickers” into methamphetamine and “it would send them into a psychosis that would give them a huge amount of strength.”

“There was an element that was coming in that wasn’t there before,” Mueller said. These people would routinely take on deputies physically.

So much so, a special team trained to deal with the physical incidents was formed, the Critical Incident Response Team.

“A sort of SWAT team for the jail,” Mueller said. In September 2006, the CIRT and SWAT teams were rolled into one.

Also at that time, resources at the state level were closing down, limiting the number of psychiatric beds available.

“They were better able to deal with it than a corrections facility at the county level,” he said. “Those resources went away back in the late ’80s. And we have been suffering through that ever since.”

He said law enforcement encounters people with obvious mental issues disrupting others and “one of the only resources available is to arrest them for disorderly conduct.”

He said others don’t have mental issues, they just “want to hurt the people they are out in society with and they don’t care who they hurt while they are in custody.”

“Not that we didn’t get a few of those in the old days, but the numbers really started increasing in the 1990s, up to and including now.”

Mueller said the entire maximum security tank, D Block, contains only “high risk” offenders — anytime inmates change locations they have two deputies with them.

“It’s a sign of the times,” he said.

I believe half or one-third of all inmates have a psychological impairment. Maybe we should be focusing more on mental health care than building more prisons.
 
They should be focusing on every form of rehabilitation than just sticking people in jail.
Prisons don't fix problems, they just delay them for X amount of time. And they cost the taxpayer so much money without actually having any effect.

People found out police officers(now called "peace" officers) are not your friends and are not there to help you. Instead they saw through and found out police are there to extort you and fund raise.

Awww yes. Back in the good ol' days. Pull up a chair son and I'll tell you how things where when I was young. Streets, paved with gold, kids repecting their elders, you didn't just act out in those days, there were rules...

I wonder if it could have anything to do with the fact that people are pulling longer sentences for non-violent crimes and being classified at a higher security rating than they should and are therefore being forced to learn how to cope and defend themselves in hopelessly understaffed and overcrowded institutions that lack any semblance of resources directed towards mental health issues. hmm... no, the simple explanation is that people are just all of a sudden behaving differently for no reason. that, and PCP. definitely blame PCP. and GTA IV.

Yep, sounds to like the case of the old tired human who can't adapt to their world anymore and blames someone or something else.

Honestly how the inmates treat officers is irrelevant, there there for committing a crime, not pleasantries.

Its not a new kind/class of criminal, its the same kinds except people have more disdain and hate for police. There have been allot more accidental killings and abuse by the police. One kid in our city got shot and killed for "brandishing" what turned out to be a hairbrush.
 
In my day we walked FIFTEEN miles in the snow to get to school, all up hill, both ways!

lol. i guess because things are just worse "out there in society", then the common criminals now on the crazier chems just dont have the same consideration for their captors. what's society coming to when a hardened thug and a mindless cop can't have a warm cup of tea together?
 
I think he misses white criminals, honestly. Outside of major cities, the rest of America didn't have too much contact with non-white minorities until the 80s and 90s, when he is claiming a new breed of criminal is in town with new drugs. Sound familiar to the original drug propaganda, that the Chinese immigrants in Oregan and California and Arizona were luring young white women into their Opium Dens to smoke from a dragon pipe and commit heinous racial degeneracy?

If there weren't so many laws they wouldn't have to throw so many people in jail. The government ought to leave people alone. How about protecting our rights instead of violating them. Just worry about catching the murderers, rapists and thieves.

Police were invented to gaurd the property and interests of the bourgoisie. Hence the 2 hundred years of legislation and community groups aimed at oppressing and incarcerating the lower and working classes.

I have a lot of bad stories about police from personal experience. But I would much rather have the police as they are today than as they were 50 years ago. A martyr for the union I belong to, the Industrial Workers Of The World (IWW, hence the icon)- was jailed for being a trade unionist, let out of jail by the cops into the hands of a lynch mob, castrated, lynched and then pulled down and lynched again, pulled down again then lynched again, and while hanging his body (still alive) was shot full of shotgun, rifle and pistol rounds. His name was Wesley Everest.
