the vancouver scene is interesting... as another poster on the last page said, walking around the DTES is really not a reliable or worthwhile way to buy drugs if you aren't already associated with that community. on a few occasions, I tried it, and was too sketched out by the toothless and grimy obvious stimheads muttering "down and rock, down and rock" to approach any of them. it worked twice, when I approached different guys who were obvious area dwellers but didn't seem too far gone (one of them dropped and picked up a rig cap, which was the only way I could tell he used). the one dude got me some morphines for a better price than I was used to (after his cut even) and the other guy got me some decent junk that cost way too much.
behind the scenes, there are a bunch of delivery services and houses/apartments especially in the downtown area that are run like businesses, with a few different employees working 12-hour shifts and whatnot. I only ever associated with one, that had apparently been open for 10+ years without problems and presumably still is. some of these places might be easy to access through a friend referral or whatever, but mine had strict rules, maintained a fairly static clientele of about 100 mostly younger users, and did not put up with bullshit (although they usually banned people for a month or two instead of forever, which always seemed odd to me). I suspect these business-type enterprises are the source of most of the middlemanned pills and powders that everyone's "buddy" knows how to get. no idea how local gangs tie into all of this, so I won't speculate on that.
as far as things are going right now, my guy only does very good powder at 180 a gram. from January to mid-March, he had the same deep tan stuff I've seen brought in from Kelowna and from other guys in town. since then he's had "china white", comes to him in big hard chunks that expand a ton when you crush them, same potency as before. for the last week he's been completely dry, apparently the main individual sitting one rung up the ladder is on a "business trip" and won't be back for a few weeks, thus drying out a huge portion of town. I've heard rumors that a batch that is currently circulating is cut with either something unknown & highly toxic, or actually contains fentanyl or another superpotent opiate and can't be mixed to the point of safe dosing. I guess a few people have already died, and somebody affiliated with my connect "lost a ton of money" over the batch and had to dispose of a large amount. good thing I stocked up a while ago, although it certainly won't last that much longer... however, I'm not taking any chances these days, just like last year with the PMMA scare, tapering down and being sick for a while is a much better option then death. be careful, people.
