I was pissing it up around Europe at 24 with no desire to buy a house either. However once you start working ( last time I checked unemployment in Britain was less than 8%, so still the majority) it only takes a little bit of discipline to start paying off a mortgage.
It takes more than discipline to raise the deposit.
Having a job does not = able to afford a mortgage.
Anyone who doesn't currently have a mortgage, or anyone under the age of 30 will struggle to get one. Its a fact. You can say what you like but thats the way it is.
The employment figures are heavily massaged anyway.
But I return to the original point : massive catastrophic manmade climate change can't be prevented by everybody rushing out to buy solar panels [ not sure what people living in flats would even do with them ]
The regulations you speak of regarding new buillds are pretty much in place anyway and i'm sure you know when you buy or even rent a place now you will be informed of it energy efficiency, this will influence some when making a decision about where to live.
But this is not enough. To prevent our world becoming unlivable requires a massive effort from the powers that be and the industries that fund their election campaigns [ and therefore call the shots ].
They are not making this effort, they seem willfully oblivious to the dangers we face.
They are failing the people that voted them in. To shift
all responsibility for an issue so complex and global to us mere consumers strikes me as Stockholm syndrome. As you said, we all have a part to play, we all bear some responsibility, but so do they....
